Penalty kicks are awarded when a defender commits a major foul (DFK) in their own penalty area.
- A penalty kick is a DFK and follows all of the rules for one.
- In addition, a penalty kick must be kicked forward.
Kicker
- The kicker must be identified prior to the kick to the ref and the keeper.
- Once identified they can not have anybody else kick without identifying the new kicker.
Goalkeeper
The goalkeeper must have both feet on the goal-line between the goal posts.
- The keeper may move along the goal-line. (A, below).
- The keeper may not move off the line until the ball is kicked.

All Other Players
All the other players must:
- stay on the field
- be outside the penalty area and arc (C, above)
- behind the penalty mark (B, above)
Positioning
Penalty kicks must be taken with a signal from the referee using his whistle. The whistle should not be sounded until all players are in the proper position.
- The ball must be placed on the penalty spot (usually by the kicker).
- As with all free kicks, the ball must be stationary before it is kicked.
- The ball is in play as soon as it is kicked and moves forward.
Infringement by Both Teams
Retake the penalty kick.
Infringement by Defense
If goal is scored, let it stand.
If goal is not scored, retake kick.
Infringement by Offense
If goal is scored, disallow the goal and retake the kick.
If the ball is kicked over the goal line, restart with a goal-kick.
If the ball rebounds into play off the goal or the goalkeeper, stop play, restart with an indirect free kick at the spot of the infringement.

Time
If time expires during the taking of a penalty kick, the referee is to extend the quarter until the penalty kick has been completed.
The penalty kick is completed when:
- A goal is scored.
- The ball leaves the field of play.
- The ball is played by the goalkeeper without a goal being scored.
